Under the SSR, what was the average paid? When I was an owner operator, the company I was leased to handled that. I imagine the $39.00 is meant to look good to the average one or two truck owner who wouldn't take the time to crunch the numbers as you did. Doesn't sound so fair to me. Looks like a regressive tax benefiting big companies and placing most of the burden on small trucking companies. It also looks to add a $5 million bureaucracy to manage the program. Thanks for the info.
