		<description>I'm curious, due to a brain freeze. Under the SSR, what was the average paid? When I was an owner operator, the company I was leased to handled that.

I imagine the $39.00 is meant to look good to the average one or two truck owner who wouldn't take the time to crunch the numbers as you did. But then, what in this industry has ever been fair to the "little guy"?</description>

		<description>So the way I read it, the small truckdriver with 1 truck will pay $39 for his truck, while some of the big companies, say with 5000 trucks will only pay $7.50 per truck.  Doesn't sound so fair to me.  Looks like a regressive tax benefiting big companies and placing most of the burden on small trucking companies.  It also looks to add a $5 million bureaucracy to manage the program.
