Especially - touching on #1, from my personal experiences you're dead-on accurate as to why noone wants standardization. I had a chat with a public official a few years ago about why their length limit was different than their 4 bordering states who all shared the same one - and he told me that if they got too efficient they wouldn't have anything to check on.
